The South Korean international is eager to play regularly next season and is mulling over his future with the Royals.
Fulham manager Lawrie Sanchez wants to make Seol the latest new face at Craven Cottage this summer.
And the 28-year-old expects his future to be decided in the next week.
"Fulham want me and I would be happy to play for them," Seol said in The Sun.
"There is a chance I will start the season as a Fulham player. I want to play every week."
He added: "My agent is arriving in England next week. We will then decide whether I have a future here or move on."
